The “Southern Strategy” coalition—begun during Goldwater’s campaign, solidified under Ronald Reagan, and passed on to both presidents Bush—consisted of three interlocking parts: disenchanted white southerners who switched parties as the Democrats advocated for Civil Rights, an energized cohort of conservative Christians, and in-migrants from other states. In the near future, Texas appears likely to remain in its Republican Sun Belt phase. But with Latinos now accounting for 38 percent of Texas residents, Latinos clearly have a potential electoral force greater than the 17 percent of the turnout they accounted for in 2010. Were the Republican hold on Texas to loosen and Democrats regain a stronger footing, a shift in Texas would have as profound effect on national politics as the shift in California in the early 1990s.
